Guess most of Quora readers have never been to China. Here are some facts: China has similar size as the US, but the total length of freeway in China is around 131,000 km (Expressways of China - Wikipedia) by the end of 2016, and the total length of freeway in the US is around 77,000 km (Interstate Highway System - Wikipedia). China built up 95% of the freeways in past 20 years, and most of the US freeways was built maybe 50 years ago or longer.
China last years sold 28 million new cars (compared with US around 17.5 million) (China car market has bumper year but 2017 outlook weaker). The cars can not just drive on freeways, they need also drive on locals, right? (actually most time on locals). So the Chinese government also built local roads at similar speed as their built highways.
So when some post here like Roger Gilmartin says that “Their highways are as good or better than any other country.” or someones says the roads in China are only good in cities, not in rural areas, you can make your own judgment how true these statements are.

China’s roads are very good. It’s not the roads that are bad, it’s the traffic under certain circumstances. Except during Chinese New Year, the tollways are pretty open and fast. Except for some rural areas, the streets in the city and urban areas are very good. Your attachment shows Shenzhen and talks about not driving there. For a tourist or businessman who is new to China, that’s good advice. Get a rental car with a driver. Shenzhen’s roads are VERY good and the drivers are fair. 10 years or more ago, I couldn’t say that. The drivers were really bad, they didn’t follow the lanes, they never gave right of way to pedestrians, they drove and parked sometimes on the wrong lane or sidewalk, they parked on the sidewalks, some drove very slow, some drove very fast, most would cut in front of you and unsafe distances, …..so it was very chaotic.
